Dota 2 pennants only work

I have some questions about how this would work.
1. Game with NO pennant teams – everyone could get drop?
2. Game with 1 pennant team – only people with pennants would get drop?
3. Game with 2 pennant team – people from both teams with pennants would get equal chanses or.
4. If I join the game with pennant equipped, but view doesn’t count on it (known bug), would I still get a chance for an item?

And btw, does anyone know how to fix not counting views? Like swapping pennats or restart steam. or I dunno. something?

OP: If you don’t have pennant for either of team playing, then you cannot get drop.

From what I have heard through various speculations on different forums is that you can indeed upgrade your pennant (to an unknown cap) and what a few people believe is that it counts you as another person in the game. Lets take an example of how it is speculated to work.

4000 People watching the game with some pennants equipped and others without. One guy has a pennant of 400 stacks and is counted as 400 people. So he has a 1/10 chance of getting and item anytime it is dropped.

I am basing this off testimony of people who have pennants of 300, 350, 400 who are trying to SELL THEIR PENNANTS but of course their views would be completely biased because they want you to buy it off them 😛

All independently said that they did see an increase in tournament drops but again it could be just their own bias.

I fully understood that. And yet my statement stands:

Pennant is not relevant in deciding item drops. It was only relevant during The International 2 where the pennants were introduced and most likely this system is going to find use during TI3.

“Designated tournaments, such as The International 2, additionally allow for pennant holders to receive item drops.”

The level of the pennant is irrelevant. You are not counted as another person, you are just unlocked to drops during the tournament that utilises this system.

“The Pennant Upgrade is a separate item that allows the user to upgrade the level of their Pennants by one, which can be done multiple times, consuming the item. Increasing the level of the Pennant is represented in the Fan Level ticker during matches, but does not increase the chances at receiving a tournament drop.”

1: Yes, unless it is a tournament that uses this system (and in this case all teams would have pennants).
2: Pennant irrelevant.
3: Is this tournament one of the few that use the pennant system? Then everybody who has a pennant has the same chance of getting an item.
4: In the same case as above: Yes.
