how does dota 2 matchmaking system works??

hey guys last night i had a big argument with my clannies about how the dota 2 match making system works.
so i have a series of questions
1)does playing dota 2 matches and winning those matches gives you a certain hidden level according to which u find pros, normal, mediocre, noobs etc.
for eg:like i won 5 matches in the row and winning those 5 matches gave a certain extra hidden level and i find pros playing in all nxt matches.

2) 2nd level is the level that we all have in dota 2 profile according to witch we can see our wins, losses and abandons and the match making system finds us a match that is according to view dota 2 profile.
eg:like i have dota level that is 86 with 700 plus wins

so my main question is do we find matches according to the 1st point or 2nd point??plz help me asap

i am asking this bcoz many ppl in dota 2 have a misconception that winning a series of games in dota 2 finds them all the pros in match they play!!

You know what’s SO simple and would HUGELY IMPROVE MatchMaking and matches quality?
Do NOT let some one from a region join ANOTHER region!

Russians and South Americans are playing in US servers all the time, WHY? Why would they EVEN do that?
Because they don’t wanna play the game, they just wanna mess around.

With the respective restrictions, some one from South America SHOULD NOT be able to play in EU or USA servers and so on and so forth.
Come on Valve, an IP check to see where the person is playing from is not THAT hard to implement, is it?

You are playing and suddenly some one from your team (or the other team) starts speaking in their own language on chat or voice, what do you do?
When that happens, I just lose all the hope of winning because I know that a foreigner + bad Matchmaking is enough to make you lose.

It’s just awful when you lose a 60-minute game with a decent score (15/4 or a 3:1 ratio like this one) because some one is just impossible to communicate or just wanna mess up with you.

I am seriously considering stop playing dota

latin americans have no server. the south american server is form brazil. latin americans have from 300 to 500 ms at br server while they have 100 to 200 on USA server. plus there is no spanish filter.

why would we play at BR if we have ping and dont speak the language?

why would region lock should be implemented if i speak english and own you at your servers?
